You can create a room by pressing "play with friends" and then choose "create session" or something like that (by pressing X I believe), however you can only create for friends only games and private games, for public you have to join sessions and hope that no one is playing on the difficulty level you've selected.
It is included in that "All 8 Survivors" package in the drive link.
